| Annotation | The author of the article addresses the problem posed 50 years ago by the American scientist Garret Hardin who claimed that the tragedy of public resources is because each person seeks to maximize the benefit, causing thereby damage to all mankind. Hardin considered that for preservation of Earth legislative measures for restriction of birth rate are required. The author offers the explanation for why Hardin’s ideas could not be implemented. As opposed to a number of statements, the author of the article considers that humanity is correlated to human nature though in human nature there are also prerequisites interfering humane behavior. In the article, the possibility of realization of the principle of a priority of common interests over private is analyzed. According to the author, the complexity of realization of the principles of humanity is caused by the fact that in the idea of humanity contradictions between universal, private and personal interests and values are not considered. For mankind in general, reduction of the birth rate is a way of self-preservation and protection of the exhausted resources of Earth. For most the states, including Russia, it threatens with weakening and for small ethnoses – with death. As for the certain person, he needs to solve what interests to put on the first place: universal, group (state, ethnic, etc.) or the personal. |
