Annotation	Victor Ivanovich Mertsalov is known to the historical community as a serious researcher of the problem of reforming of industrial and construction management in 1957–1965. This subject, which is urgent for modern Russia became a subject matter in his doctoral dissertation, numerous monographs and scientific articles. Thanks to Victor Ivanovich, verbatim records of the Plenums of the Central Committee of the CPSU and protocols of the Central Committee Bureau for the RSFSR which had not been published by the beginning of the 21st century were used for the first time in Russian historiography.
