Annotation In the article the author analyses the modern system of national education and singles out the educational process, educational environment, pedagogical personnel training system and education management (pedagogical management, concerning each element of education/ upbringing, pedagogical marketing) as its four main elements; on the basis of given analyses the educational process – the basic element of the education system is considered as an object of optimization, in this connection, the author does etymologic analyses of the this term, compares different viewpoints on the resource base of education, proposing to differentiate the traditional and appropriate resource base, studies the approaches to the organization of education processes and upbringing, educational technologies and psycho-pedagogical facilities, oriented on the realization of the individual educational request of a student (individual educational trajectories and distant learning); as a result of study of scientific pedagogical literature they singe out the principles which, from the author’s viewpoint, the workout of strategy of educational process optimization ( the relativity, systematic principles) and the principal features of distant learning as an instrument of optimization and individualization of national education: flexibility, asynchrony , modularity, sociality, massive involvement, economical expediency are supposed to be based on.
