Annotation The article considers the problems of a handicapped person’s development from the point of view of the synergetic approach as a system research approach.The development of personality of disabled people is presented as a process and result of interaction between the components of the system “man – living environment”. “Man” as a component of this system is represented by different categories of the disabled persons in the context of the analyzed problem. “Living environment” as a component of the system is considered as a complex of biological and socio-psychological conditions of development of the handicapped persons. The concept “special conditions of development” is introduced for a meaningful characteristic of this complex. This concept is interpreted as a specific dynamic complex of conditions of living environment (biological and social) and psycho-physiological characteristics of the person. This complex is formed in continuous interaction in the system “man − living environment” and requires a high level of personality resources for the social adaptation, development and self-realization.
