Annotation The article is devoted to the theory and practice of competence approach to children bilingualism formation realization. Professional competence of preschool teachers is overviewed; the author pays attention to the pedagogical, ethno cultural competence of parents as well. The problem of necessary prerequisites for ethnic, linguistic, cultural children competence formation takes a special place. The author goes into details on the definitions of “competence”, “general professional competence” and “special professional competence”.
