Annotation The purpose of the article is to develop the additional criterion of typologies and classifications of towns of Eastern Transbaikalia based on cultural heritage. The tasks of the investigation are: to substantiate the additional attribute of typology and classification of towns of Eastern Transbaikalia based on the «cultural heritage» criterion; to analyze culture forming factors of cultural heritage and problems of cultural heritage measurement; to determine stages of historical and cultural development of small towns of Eastern Transbaikalia in the context of Russian history. The research is based on the historical comparative, structural functional, phenomenological, hermeneutical and synergetic approaches combined with the principle of classification. This fact allowed the authors to educe the interaction between the quality of small towns’ human potential and external (both natural and socio-cultural) conditions of towns’ development of Eastern Transbaikalia. Human potential here is regarded as the nucleus of the cultural heritage of the region under study. Using synergetic approach, the authors focus on the human role in cultural heritage and highlight of the human involvement in the processes of self-organization and in the vital activity of a small town.
