Annotation	An attempt to analyze different approaches to the definition of public policy is made. Understanding of public sphere is represented by different scientists. It is spoken about the role of communication in public sphere, about public policy institutes and their functioning. One more approach to the definition of public policy is offered and the definition of the given term is represented. The author introduces his own definition of public policy.
