| Annotation | The article analyzes the works of representatives of Siberian regionalism from the perspective of how they reflect the political and legal foundations for the establishment of steppe dumas. The relevance of the study is determined by the current state-level interest in the history of imperial governance in the national borderlands and the legal status of the indigenous peoples of Siberia. The scholarly novelty of the work lies in the fact that regionalist historiography is examined as a source for studying the political and legal prerequisites for the establishment of steppe dumas. The problem is that the foundations for the establishment of steppe dumas in the works of the regionalists have not yet been specifically studied. The aim of the study is to identify the political and legal foundations for the establishment of steppe dumas in the works by S. S. Shashkov, G. N. Potanin, V. I. Vagin, A. P. Shchapov, N. M. Yadrintsev, P. M. Golovachev, and I. I. Serebrennikov. The hypothesis suggested is that the regionalists viewed the steppe dumas not as an accidental consequence of the adoption of the 1822 Statute on the Administration of Aliens, but as a natural result of the accumulated problems in the system of governing Siberia during the pre-Statute period. The materials for the study include the works of representatives of Siberian regionalism, as well as studies on the history of imperial policy, yasak taxation, and local self-government in Siberia. The study employs historiographical analysis, the comparative-analytical method, and an integrated approach. We found that the regionalists regarded the main prerequisites for the establishment of steppe dumas as the crisis of local administration, the disorder of the yasak system, the need for legal formalization of the status of the “inorodtsy” as subjects of the Russian state, and the significance of the confessional factor. We conclude that in the regionalist interpretation, steppe dumas functioned as forms combining the traditional self-government of the “inorodtsy” with state administration. The considerable potential of regionalist historiography for studying the 1822 reform and the genesis of “indigenous self-government” is emphasized. Further research is needed to compare historiographical assessments and the actual functioning of steppe dumas in particular regions of Siberia, especially in Transbaikalia. |
