| Annotation | During the perestroika years of 1985-1990, the Soviet economy underwent a complex transition to new forms of management: from a planned-distribution model to the formation of elements of a market economy. The systemic crisis had a particularly acute impact on trade, exposing all the contradictions of the planned economy. The purpose of this article is to examine the introduction of new forms of management during the six-year period under study, which led, on the one hand, to the crisis, and on the other, to the emergence of new forms – cooperation and the emergence of private trade entrepreneurship. The relevance of the problem raised lies in the study of the characteristics of attempts to transition trade to the origins of market relations. The article applies the principles of historicism, objectivity, and systematicity. The work utilizes a historical-economic approach, as well as general scientific and specialized historical methods. The history of trade in the republic is poorly studied in the history of Buryatia, which determines the novelty of the study. The authors examined the activities of the Ministry of Trade of the Buryat ASSR, as the primary organizer of state trade. During the period under study, the Ministry attempted to contain commodity shortages and strengthen trade services to the population, as well as the consumer cooperative enterprise Burkoopsoyuz. The article examines the emergence of new economic mechanisms to maintain the trade balance, although commodity stocks continued to decline. Using archival materials, the key trends in state trade are explored: reduction of commodity resources of state trade, the poor supply of goods from local producers, the inability of collective and state farm managers to participate in trade at collective farm markets, and the emergence of market elements at the Ulan-Ude Central Market. The article describes the attempts of the Buryat Ministry of Trade to adapt to new realities and lists the goods in greatest shortage. The old, well-established distribution mechanism collapsed, leaving stores with empty shelves and widespread shortages. |
