Annotation The present study analyzes the current state, directions and tasks in development of the system of supplementary vocational education in “Culture and art” field. The article aims to reveal and describe two trends in development and formation of the system of supplementary vocational education in the field of culture and art in Zabaikalsky krai and the Republic of Buryatia. The first trend is connected with the development of traditional types and directions in the activities of cultural institutions and their educational programs, with quality of competence resources, normative and conceptual provisions. The second trend presents the new forms of institutionalization, meets modern requirements in the area of culture services market, objectives and needs of the sphere through commercialization, investment, massification and digitalization of services. This trend is revealed in new educational projects, organized full-fledged infrastructures of support and funding of educational start-ups. Supported by the investors’ money and increasing media attention, educational start-ups happen on a mass scale and continue to be further consolidated. The study provides evidence that these two trends in the development of the system coexist under the law of an old and new market. Energy of the new models of education focuses not on combating the old models but on creating successful solutions. In this connection, development of the system of supplementary vocational training and retraining of cultural and art institutions staff is especially relevant today. The processes of implementing professional standards, activity of external challenges and institutions’ need in additional income promotes searching for sources of new competences which are formed in educational programs of supplementary vocational education.
