Annotation Success in tourism development of the modern period should be primarily based on the experience gained from the work of tourist agencies of the Soviet period. The analysis of the archives and periodicals allows studying the achievements and weaknesses of the Udmurt Regional Council for Tourism and Excursions over the period of the 9th five-year plan. Over those years the Udmurt Regional Council for Tourism and Excursions was in charge of the tourism and tour programs in Udmurtia. Tourism was developed in compliance with the plans that had to be rigidly followed. Tourist agencies had to comply with the plans to develop their tours and excursions. Analyzing the archives, periodicals, target and factual data, the author identifies major reasons for failure to implement the plans.These include poor facilities and infrastructure of the Udmurt Regional Council for Tourism and Excursions, under-equipped accommodation and labor turnover in “Ugdon” holiday camp, shortage of well-qualified tourist guides, and underdeveloped road infrastructure in rural areas of Udmurtia. Furthermore, weather conditions could also add to the poor plan implementations. Unfavorable weather conditions were the main reason for tours and routes cancellations. The research has identified that the amount of services in tourist trains, river cruises and local tourism programs was the main showcase over the period of the 9th five-year plan. The Udmurt Regional Council for Tourism and Excursions succeeded in achieving the plan goals by improving the facilities and developing new tourist routes.
