Annotation At present in Russian universities the experience of master’s training programs implementing is accumulated, which allows to measure the level of success, efficiency and attractiveness of the master course as an educational institution in the structure of the Russian higher education. Therefore, at the present stage of higher education development, the Master students’ training can be considered as one of the priority areas in the university activity. In the documents of the Bologna Process the Master course is positioned as the second stage within a three-stage structure of the higher education. The duration of the Master’s program is four semesters. Educational programs mastering of the second stage provides an opportunity to continue studying and do research at the third stage (post-graduate course). This article describes the basic methodological approaches to the master’s programs designing, discloses the competence approach and its application to all sections of the master’s program, and identifies the experience of European multi-level system of education and gives the characteristics of the educational process organization in the master course “High School”.
