Annotation The article deals with international approaches to quality assessment and evaluation of higher education quality assurance. A comparative analysis of quality assurance indices is carried out between the institutions of higher education in the country (when all programs in a given field of knowledge are examined by expert commissions) as well as between the countries. The analysis compares indices of the government and public system of higher education quality assessment in Russia with international practice. It is carried out on the basis of purposes, quality assessment indices, technology of external quality assessment procedures, formation of expert committees and decision-making. The author concludes that national education systems face the necessity to find new models of quality assessment, which provide an assessment of the educational institution as a whole, along with an evaluation of individual educational programs.
