Annotation This article investigates functional characteristics of a modern Press Service as an institution which should make up a dialogue between government and society. The author suggests that Press Service should be instrumental in promoting a two-way communication and stimulating open discussions creating more balanced decisions. This, in turn, can shape civic society and prosperous evolution of the country. While envisaging responsibilities of the Press Service the author also investigates the problem of spreading objective information in terms of PR governmental activity.
