Annotation The permanent process of the reforming of the modern system of education actualizes the issue of democratization of Russian education. The purpose of the work is studying the activity of the Ministry of Education under the rule of the Russian Provisional Government. The author defines the basic tendencies of the reforms of the educational system by means of the retrospective and the comparative historical methods as well as the systematic analysis. The author defines the backbone of the mechanisms of the realization of the reforms using the legal acts of the Russian Provisional Government. The basic content of the study is the analysis of the activity of the Ministry of Education under the rule of the Russian Provisional Government. The author defines the most important issues of the system of education and determines the ways of their solution. We justify the idea that the transformation of the Ministry in the field of governing was consistent with the requirements of the times but it had no exact mechanism of its realization. The results of the authorities’ reforms practically removed the management of the primary school. The author notes as positive the activity of the Ministry in the field of education at university level, technical and vocational training. It was marked that the innovations in the field of education at university level caused its development and they were done democratically. Technical and vocational training got its legal incorporation. The quality of teachers’ training improved. The analysis of the innovations at primary school as well as the harmonization and availability of the upper secondary school education showed its deterioration. We marked the failure of the activity of the Ministry of Education concerning the reforms of the primary school. In conclusion, we state that the activity of the Ministry of National Education during the period which was investigated was active and diversified. The Ministry confirmed the reforms of the educational system democratically. However, the Ministry itself had no opportunity to finish the reforms within a short period of time.
