Annotation The article presents the results of a study of the implementation of social policy of the Soviet state in the first decade of the Soviet power, conducted on the materials of central and regional archives. In particular, we show how in the context of developing policies for the protection of motherhood and childhood, measures were taken to create, operate and ensure the operation of the system of preschool education in the national republics of Eastern Siberia in the 1920s: kindergartens, playgrounds, and nursery schools. Based on statistical data, we concluded that in the first half of the 1920s in Yakutia, the Buryat-Mongolian Republic, and Khakassia, children of preschool age were only partially covered by established institutions, which was associated with the everyday, cultural, religious and economic characteristics of their parents’ lives, as well as the established tradition of raising children in a multi-generation family. It is shown that the process of developing the needs of the population of the national republics in the upbringing of the younger generation in state pre-school institutions proceeded gradually, with the help of professionally trained personnel; children’s institutions were mostly attended by children from Russian families. It was revealed that the system of preschool education was taking place in the conditions of financial, material and technical deficit, in connection with which money was raised from parents and the public.
