Annotation The article is devoted to the analysis of the formative stages of comparative education as a science. The main objective of the article is to identify and systematize its substantial ideas and problems at different periods, among which the special place is occupied by the problem of defining its methodological foundations. In the article special attention is given to the analysis of the role of international institutions that had in the second half of the 20th century a significant impact on changing the paradigm of comparative education, developing new ideologies and models of education. Their international recognition promoted reorganization of modern national education systems in different countries. The analysis of some classical works allows defining the range of humanitarian ideas and problems that structure the research field of comparative education now. These include the idea of progress, science, the role of nation-states in the definition of strategies for educational development and the problem of determining the comparative method that the author considers from the anthropocultural perspective.
