Annotation | The article outlines the principles for the formation of the concept of research universities in the conditions of reforming the science and education spheres; herewith universities are considered, first of all, from the standpoint of social leadership, which ultimately leads to a change in intellectual standards. The article analyzes the most successful existing concepts, identifies their strengths and weaknesses, outlines the essential criteria that determine the development of scientific research in the period of systemic transformation and considers the mechanism for quantitative and qualitative evaluation of the research university activities. It is shown that despite numerous approaches to the comparison of universities, it is possible to identify a common ground for many used foreign formal and informal classifications of research universities, where the basic parameters are, first, a high share of spending on research in the budget of universities; second – training of highly qualified scientific specialists at the university. As a result of the comparative analysis it is pointed out that the transfer of academic research into a university format in Russian conditions is problematic because numerous domestic scientific knowledge production concepts, which are based on the positive experience of the leading Western universities and scientific-educational centers, are still far from ideal, despite the fact that they have passed numerous approvals, adjustments and improvements. The author concludes that in modern conditions of reforming the national scientific and educational spheres the development of basic research can move to universities only with the removal of the existing conceptual, resource and regulatory restrictions. |
