Annotation On the basis of legal acts and archive materials, the authors consider forming process of public education governance system in Eastern Siberia in the early nineteenth century and the process of its subsequent development during the century as the result of changes. The article determines the main directions of state policy in the field of education. For the first time it introduces information about the Second Siberian Committee’s education projects and the attitude of regional authorities toward them. Taking the statistical data into account, authors compare the efficiency of the education system at the beginning, in the middle and at the end of the XIXth century. The paper gives a detailed description of regional Inspectorate activities for public schools and identifies its features. It contains information about inspection territories, their total area and number of educational institutions. The paper draws attention to the interaction between local authorities and public school directorate. The authors conclude about the increased bureaucratization of public education system and the need for changes in inspection staff in the late nineteenth century and the peculiarities of inspection territory formation in Eastern Siberia. Taking into account the state policy changes in the field of education in the early twentieth century, the authors give information about the regional inspectorate activities for the introduction of universal primary education in Eastern Siberia. Having analyzed the materials, the authors come to the conclusion about the dynamic development of national education system in the context of state policy changes in the early twentieth century.
