Annotation The article examines the legislation of M. Livius Drusus The Younger, the plebeian tribune tribune of 91 BC (the agrarian law and the rogation of enfranchisement the allies). The relevance of the study is due to the fact that the activities and death of Livius Drusus led, according to the ancient narrative tradition, to the bloody social war which in its turn, affected the perception of Livius Drusus political reforms in the historical tradition. Therefore, this study claims to consider the legislative activities of Livius Drusus within the historical context of 91 BC. The methodological basis of the research is the principle of historicism and scientific objectivity in accordance with which phenomena and events relating to this period are considered in connection with specific historical conditions. It allows taking into account the social-political situation, which was arisen in Rome and Italy by 91 BC. The result of this study is an analysis of the social-political aspect in Roman politics in 91 BC through the prism of the agrarian bill of Drusus and his rogation of granting the rights of Roman citizenship to the allies. The social aspect of Drusus’ initiatives was mainly bringing out the veterans’ colonies of Roman law, in which both Roman and allies veterans were to participate. Therefore, Livius Drusus provided the roman citizenship for the allies. The political aspect of these laws was the reinforcement of the positions of the reform group in the senate and the strengthening of the senate’s authority in whole.
