Annotation The article discusses modern challenges and risks of the strategic development of countries of the Central Eurasian cross-border region located on the periphery of the main centers for the adoption of geopolitical and geoeconomic decisions, whose national economies have relatively low competitiveness in the modern world. Having carried out an analysis of the geo-economic situation of the territory in question in connection with the changing economic and political conditions of life of the inland regions, it was shown how the challenges and new opportunities exist in constant dialectical interaction. With the occurrence of new borders and states, the significant growth of the economy of China and other countries of Southeast Asia, the previously unremarked spectrum of possibilities appears for internal spaces remote from the sea. In addition, the likelihood of conflicts of ethnic, resource, political and cultural nature of the development of cross-border areas is increasing. Within the systemic dialectic methodology framework, potential economic, geopolitical, we identified environmental risks of the development of the ultra-continental cross-border region in the context of the occurrence of new large infrastructure projects. They connect the whole continent in one goal. The purpose of the study is to identify the dialectic of opportunities and risks for the development of the Central Eurasian cross-border region in the case of the implementation of transport and logistics megaprojects. Separate territories, growth points located in the zone of intersection of interests of several actors of regional development are proposed. In the case of the formation of a framework of cross-border industrial and innovative clusters, it becomes possible to reduce the risks associated with the Chinese economic complex.
